House Bill 1700, created by Rep. Steve Stoll in 1994, established the Missouri Organ and Tissue Donor Registry. The law was modified in 2008, making the Missouri registry first-person consent. With the first-person consent registry in Missouri, Arkansas, or Illinois, family consent is not required before donation can occur. The documented decision will be honored, and family members won’t have to be faced with that choice.
